Project Delivery Analyst

Hatch is currently seeking a highly motivated Project Delivery Analyst/Specialist, with experience in the procurement of large scale public transportation infrastructure projects such as rail & transit, highways, airports, and/or port facilities, to join our dynamic team located in our Calgary office. The role would be client-facing and include development, coordination and management of the contracting strategy and processes for procurement of our clients’ major capital projects. Special consideration will be given to applicants with experience in developing or executing public private partnerships (P3s) and other complex alternative procurement models such as design-build and construction management.  The initial assignment for the successful candidate would be to assist the Hatch team advising the City of Calgary on the procurement of its Green Line LRT project.  Upon conclusion of the Green Line procurement, the candidate would continue serve an important role in Hatch’s procurement advisory practice and share our vision of growing the business through further involvement in the administration phase of various contracts and/or involvement in procurement advisory engagements for both national and international clients.




  • Work with multidisciplinary teams including engineering, legal, financial and supply management for the procurement of Green Line and other future major capital projects
  • Provide expert advice on contracting strategy and implementation
  • Review, evaluate and assess potential commercial strategies to help develop optimal procurement approaches
  • Assist in the preparation and presentation of project risk reviews, risk evaluations and risk assessments
  • Identify and advise on preferred types of procurement models and develop suitable procurement tactics in line with the client’s scope and schedule requirements and the risks as identified in the project risk register
  • Research and be conversant on market factors such as other major procurement activities at the regional, national and/or international levels
  • Develop and lead market sounding activities to obtain industry perspectives on procurement approaches and key commercial terms
  • Assist with the development and review of RFQ and RFP documents, particularly submission requirements and evaluation criteria
  • Develop internal guidance documents for the RFP and RFQ processes for in-market activities such as coordinating compliance checks, reference checks, submission reviews, communications and exchange of information with bid teams
  • Assist with the development of contract documents in various technical and commercial capacities
  • Conduct independent overall contract document reviews to help ensure contributions from various subject matter experts and disciplines are well integrated and clearly articulated
  • Coordinate bidder information sessions, confidential bidder meetings, and debriefing sessions
  • Support clients during the bid phase negotiations with bid teams
  • Support clients during the financial/commercial closing process with their preferred bidder
  • Chair and/or prepare meeting minutes for various internal procurement team coordination meetings
  • Assist with preparation of memos, reports and presentations to client senior management
  • Support and mentor junior staff assigned to assist with the procurement and project delivery mandate
  • Work within and advocate for client mandates and policies
  • For greater certainty, responsibilities do not include equipment or material purchases, logistics or other supply chain management matters.



  • Bachelor Degree in Administration and Management or Commerce, Law, Engineering or related disciplines
  • Minimum of 5 to 7 years of commercial, strategic procurement and/or contractual management experience, preferably for the provision of large scale (capital cost more than $250M) transportation infrastructure such as rail & transit, highways, airports, and/or port facilities
  • MBA degree would be considered an asset
  • Certificate or professional designation in Procurement or Project Management would be considered an asset
  • Strong understanding of contracts and the principles of drafting commercial and/or contractual documents
  • Understanding of and experience with a variety of procurement models including design-bid-build (DBB), design-build (DB), construction management (CM), and public private partnerships (P3s) or other alternative procurement models that include private finance
  • Experience working for or advising government agencies on procurement of major capital projects
  • Demonstrated experience with development of procurement strategies and contract composition
  • Demonstrated experience with advanced negotiations and issue resolution tactics
  • Proficient using Microsoft Office tools such as Excel, Word and PowerPoint
  • Excellent interpersonal skills with the ability to work with diverse groups of individuals and disciplines
  • Highly motivated, self-managed and able to work with little direct oversight
  • Strong analytical skills and attention to detail
  • Excellent verbal and written communications skills.
