The Project Quality Manager is a client facing role, dedicated to the client’s project for a defined duration as required by the client’s scope of work. The Project Quality Manager is a key member of the Hatch project delivery team. The Project Quality Manager has access to all members within the delivery team and while reporting directly to the Hatch Project (Engagement) Manager, has a functional reporting line to the Regional Quality Manager and Regional Project Management and Construction (PM&C) Director. This reporting line will allow for the sharing of information related to the quality practice amongst all quality practitioners and offices.
Key Responsibilities
As required for Governance Level 1 and 2 engagements, a Project Quality Manager will be assigned at the commencement of the Delivery Stage. If a Project Quality manager is not assigned, the Hatch assigned Project Manager is responsible for the role. The Key Responsibilities noted below are focused on the Delivery Stage and exclude the Pursuit Stage.
Planning and Setup Phase
The following are the responsibilities of the Project Quality Manager during the Planning and Setup phase of the project:
- Ensure that the client quality requirements have been received, understood, and incorporated in the applicable project document. These requirements are to be shared with the appropriate stakeholders for support in achieving the requirements
- Establish a framework for the quality management of the project and ensure the framework is continually applied and updated as required through monitoring and reporting
- If required for the engagement, develop an Engagement Quality Management Plan (EQMP) specific to the requirements of that engagement, as well as quality procedures, guidelines, specifications, standards, forms and templates. This plan is internal to Hatch or can be communicated to the client if required
- In coordination with the Hatch Project Manager, and with support from the Regional Quality Manager and the Global Site Quality Manager, identify the inputs required to develop the EQMP. This is to ensure the EQMP appropriately addresses the identified risks, for criticality and complexity. The EQMP includes, but is not limited to the following:
- Quality staffing plan – resources and budget hours
- Project quality appraisal program (audits, assessments) including reference to the specific site quality appraisal scheme, including the defined Key Performance Areas (KPAs) to measure the Key Performance Indicators (KPIs)
- Methodology and mechanisms (including cross-reference to the applicable engagement processes and procedures), to ensure implementation of quality requirements and to ensure the quality of project activities and deliverables as per Hatch’s HIMS requirements, and as per ISO 9001 requirements for the mandator
- An outline of site quality management framework (requirements, objectives and dispositions for the quality assurance/quality control (QA/QC)) and cross-reference to the Site Quality Management Plan as a subset standalone document, when construction scope is part of Hatch’s engagement
- An outline of the Quality performance periodic reports, including reporting metrics and timeframes for reporting
- Identification of any quality requirements of independent consultants or specialists and Authorized Inspection Authority (AIA) including reporting requirements, where applicable
- Identification of any supplier or contractor quality requirements and quality monitoring in alignment with the Procurement Quality processes and procedures
- Ensure there is integration of risk management through capturing and evaluating risks and risk mitigation process monitoring (including timeframe and reporting metrics)
- Ensure there is a plan for the implementation of quality records requirements (Hatch Prime Contract requirements, Project Execution Plan and Hatch Records and Information Management process) from start-up, client handover, and engagement closeout. Ensure the records retention is in alignment with the client and Hatch requirements established by our Knowledge and Information Research Centre (KIRC)
- Ensure compliance with Hatch processes and Prime Contract requirements for continual improvement to capture, enhance and promote a continual improvement culture. This includes capturing and recording client feedback, progressive learning, preventive measures and trending analysis
Execution and Control Phase
The following are the responsibilities of the Project Quality Manager during the Execution and Control phase of the engagement:
Follow the standards for quality deliverables at the completion of each design or delivery milestone, which include but are not limited in the following:
- Input into the Project Execution Plan (PEP) and/or work plan
- Provide the Engagement Quality Management Plan (EQMP) as documented in the PEP
- Develop and maintain a Project Quality Management System (QMS), procedures and register that are relevant to the project
- Coordinate the development of project specific procedures with the support of functional owners
- Provide support and input to the Global Site Quality Manager in establishing the site Quality Management Plan and processes and provide input into the Construction Execution Plan (CEP) for site activities
- Interface with the client, management team, third parties and Authorized Inspection Authority (AIA) on QA/QC activities and concerns
- Monitor project quality work by conducting reviews, audits, assessments, and observation for compliance to the PEP, design requirements, Project Management, Engineering Management, quality, procurement, construction and other management plans and procedures
- Conduct or assist with project process audits together with the Lead Auditor
- Provide quality input (metrics, NCRs, customer complaints, etc.) to the engagement monthly performance reviews (MPR through the Engagement Status Report (ESR)
- Support and interface with the Site Quality Manager or Coordinator, as required, in analyzing site quality performance data and trends
- Provide monthly reports on the quality KPIs to the Engagement Manager and as part of any required client reports
- Monitor and trend nonconformities and quality incidents
- Interface with engineering, design and construction management to support the resolution of Nonconformance Reports (NCRs) and incidents
- Provide input to the development of quality requirements for pre and post procurement contracts and ensure the standard quality specifications are identified in contracts
- Review (or support the review of) consultants’, suppliers’ and contractors’ quality plans, programs, processes and method statements to ensure alignment with Hatch’s work scope
- Assist with facilitating and coordinating the training of engagement personnel in Hatch engagement and client project procedures
Closeout and Improvement Phase
The following are the responsibilities of the Project Quality Manager during the Close-out and Improvement phase of the project:
- Provide quality input to any engagement closeout documentation
- Confirm the engagement quality requirements have been satisfied and documented, recorded and shared with the Global Quality team
- Identify and record progressive learnings in the QMS database
- Identify and record and share with the Hatch Global Quality team opportunities for continuous improvement, include benchmarking.
Qualifications and Experience
- At least eight years’ experience in the role of quality manager on major EPCM projects
- Knowledge of quality assurance across the project lifecycle, including prefeasibility, design, execution to handover
- Knowledge of quality management, assurance and control requirements for project, design and development, fabrication, construction, safety, and environmental requirements
- Knowledge of national and international codes, standards and specifications related to design, engineering and construction projects
- Site Quality control experience with respect to fabrication and construction
- Knowledge of ISO 9001:2015 and auditing
- Governance and quality assurance experience with respect to project compliance and adherence to process, systems, procedures and policies
