Commissioning Electrical Supervisor Lead
Hatch is currently seeking a Commissioning – Electrical Supervisor Lead. The selected candidate will work as part of the Project’s EPCM team. The successful candidate for this position will become a member of the EPCM construction management team staff and will assist the Commissioning Manager, the Project Controls Staff, the Field Engineering Staff, the and Quality Assurance Staff. This position requires the ability to pass all physicals necessary to make field visits and inspections of on-going commissioning field conditions.
This role supports the Commissioning Manager (CM), the electrical commissioning lead is responsible for electrical engineering inputs to the Pre-operational Testing and Commissioning activities, including system scoping, testing procedures, risk
assessment and mitigations.
The incumbent will work in close cooperation with the Engineering Team, Construction Team, Construction Contractors, Commissioning Teams, and Owner’s Teams to achieve successful delivery of the Electrical Distribution System from construction completion, pre-op testing and commissioning through to handover to Owner’s operations team, in compliance with the project requirements.
The Commissioning Electrical Supervisor Lead will be responsible for:
- Ensuring the Works are undertaken safely, in compliance with the Contract and Regulatory requirements;
- Observing workmanship;
- Identifying quality issues;
- Observing and undertaking tests and inspections;
- Direct responsibility to manage the testing and handover of the Electrical Distribution System.
- Providing Electrical leadership for all electrical testing procedures, incident investigations and technical issue resolution.
- Supporting the electrical requirements of the Pre-Operational Testing Area Managers through the provision of suitably qualified personnel and provide regular audits of the Area electrical activities to ensure compliance with Site and Project procedures.
The Commissioning Electrical Supervisor Lead is a specialized position with responsibility for leading the Electrical Distribution System testing process from the construction completion milestone through to successful handover to Operations. The position is responsible for all aspects of Electrical Distribution System testing including detailed scope definition, implementation planning and execution. The Lead Pre-Operational Testing Electrical Engineer forms and directs a multi-disciplinary team required to successfully accomplish the defined goals of Pre-op Testing. The Lead Pre-Operational Testing Electrical Engineer is responsible for health, safety and environmental performance for all facilities under his/her control during the Pre-op phase.
The Lead Pre-Operational Testing Electrical Engineer must have significant technical knowledge and background on construction, testing and operation of modern high and medium voltage electrical distribution systems. The position requires substantial management, influence and communications skills since appropriate management and control systems for the Pre-Operational Testing phase success must be established with both direct and indirect reports. The incumbent must have knowledge, skills and ability to manage a diverse group of personnel. The position requires good knowledge of professional project completion management practices.
Key Responsibilities:
- Responsible for the development and implementation of detailed testing plan for the Electrical Distribution System including schedule and budget fully integrated with the project schedule and budget.
- Responsible for the application of Project safety management systems during Pre-Operational Testing, adapting them to the specific needs and any unique risks present.
- The Lead Pre-Operational Testing Electrical Engineer is responsible for health, safety and environmental performance for all facilities under his/her control during Pre-operational Testing.
- Responsible for the development and delivery of a Electrical Distribution System Commissioning plan – including:
- Scoped commissionable systems and sub-systems
- Safety procedures
- Responsibility matrix
- Turn Over Package list correlated with Commissionable systems
- Handover procedures (including TOP, acceptance tests, forms, process)
- System commissioning procedures (detailed description of actions)
Relevant documents and information (engineering, vendor/equipment manuals, vendor documents)
- Schedule – including dependencies
- Resources (staff) list
- Raw materials, intermediates and spares list
- Identified risks (system specific) and mitigations
- Responsible for the development and implementation of detailed Technical testing plans for the Electrical Distribution System.
- Responsible for the Electrical testing team and to oversee the recruitment, mobilization, training, supervision and de-mobilization of electrical team personnel.
- Responsible for the safe and timely execution of all Pre-Operational Testing activities for their scope, and integration of their activities with both Project and Operations.
- Responsible for managing interfaces with Area Pre-Operational Testing Managers, and also overseeing the placement and work quality of electrical resources deployed to each area.
- Responsible for the development of handover and acceptance criteria and plans, from the Construction team to the Commissioning team, and from the Commissioning team to the Operations team, including:
- Staged completion/turnover and acceptance certificates, by facility, system or sub-system as appropriate
- Punch lists and deficiency management
- Inspection and Testing Check Lists
- Test Reports
- Turnover package contents and standards
- Responsible to ensure that all Electrical Distribution System documentation is delivered. This includes (but not limited to) O&M manuals, training materials, Engineering databases for O&M systems upload, spares lists and spares.
- Responsible for the coordination of vendor representatives required during Electrical System testing.
- Works with the Lead Pre-Operational Testing Systems and Process Control Engineer to ensure the development and implementation of plans for Pre-Operational Testing of control systems, automation and instrumentation. Responsible for Electrical Distribution System control system acceptance.
- Responsible for the development and communication of the requirements and timing for materials, resources, and external services for Electrical Distribution System testing and ensures these requirements are secured.
- Manages the Electrical Distribution System Commissioning phase cost and schedule vs. budget and plan.
- Reports physical progress and performance of Electrical Distribution System commissioning phase activities and deliverables, vs. budget and plan.
Qualifications and Experience:
- The position requires a professional Electrical Engineer or an individual with significant technical experience having a strong technical background in similar facilities and good
knowledge of project completion management. Strong leadership and communication
skills are a must.
- Site experience in an operating plant.
- Minimum (10) ten years experience in a similar role on major projects in a multidisciplinary team environment.
- Extensive experience in the use of procedures and workflow in the execution of projects.
- Functional knowledge of all project discipline systems, design and reporting processes.
- Good working knowledge of design review and reporting technologies used for the project.
- Experience with hazard identification and risk management practices.
- Good understanding of interdisciplinary dependencies in a project environment.
- Good organizational skills.
Strong leadership and coordination skills.
- Well developed communication, negotiation and interpersonal skills.
- Ability to communicate in Spanish is advantageous

- Koordynacja działań z kierownikami testów przedoperacyjnych oraz nadzór nad jakością prac elektrycznych w poszczególnych obszarach.
- Opracowanie i wdrożenie planu uruchomień dla systemów dystrybucji energii elektrycznej, obejmującego:
- Procedury bezpieczeństwa,
- Matryce odpowiedzialności,
- Procedury odbiorowe i testowe,
- Harmonogram prac
- Listy zasobów, materiałów i części zamiennych,
- Analizę ryzyk i plan działań korygujących.
- Nadzór nad dokumentacją odbiorową, w tym O&M, materiałami szkoleniowymi, bazami danych dla systemów utrzymania ruchu, listami części zamiennych.
- Współpraca z dostawcami i nadzór nad akceptacją systemów sterowania i automatyki.
- Monitorowanie postępu prac, raportowanie kosztów i harmonogramu w fazie uruchomień
Wymagania
- Wykształcenie wyższe techniczne na kierunku elektrotechnika, automatyka
- Minimum 10 lat doświadczenia w podobnej roli przy dużych projektach przemysłowych.
- Znajomość nowoczesnych systemów dystrybucji energii elektrycznej (średnie i wysokie napięcie).
- Doświadczenie w zarządzaniu zespołami i koordynacji prac w środowisku wielobranżowym.
- Znajomość procedur bezpieczeństwa, identyfikacji zagrożeń i zarządzania ryzykiem.
- Umiejętność pracy z dokumentacją techniczną, harmonogramami i budżetami.
- Dobre zdolności organizacyjne, komunikacyjne i przywódcze.
- Mile widziane doświadczenie w pracy na obiektach przemysłowych w fazie rozruchu.
- Dobra znajomość języka angielskiego, poziom komunikatywny
- Język niemiecki, hiszpański będą dodatkowym atutem
