As a Purchasing Agent (Buyer), you will play a critical role in ensuring the timely purchase and delivery of project materials and equipment in alignment with project schedules. You will work closely with engineering and procurement teams and have the opportunity to contribute to large-scale, international projects alongside multidisciplinary teams. Your expertise will directly impact project success and organizational growth.

The role:
- Participate in all phases of the project lifecycle—from planning and initiation through to close-out of purchasing packages—ensuring timely acquisition of materials and equipment to support engineering and construction management.
- Manage the procurement of tagged, bulk, and engineered materials for projects, including the full cycle of purchase orders: formation, award, administration, and close-out (local and international) in compliance with project requirements.
- Develop and implement standardized purchasing procedures, templates, and documentation for project use.
- Oversee all purchasing activities to achieve objectives and deliverables:

- Prepare and approve bidder lists; support prequalification processes as needed.
- Collaborate with Package Engineers and other disciplines to verify technical bid documents and ensure alignment with commercial requirements.
- Secure necessary authorizations prior to issuing bid requests.
- Compile comprehensive bid packages, including technical specifications and commercial clauses.
- Chair bidder information meetings and manage bidder inquiries, issuing addenda and clarifications as required.
- Conduct bid openings, perform bid analysis, and prepare award recommendations.
- Issue award letters and contractual documents, ensuring integrity of the tendering process through technical and commercial closure.
- Manage technical queries and addenda during the bid period.
- Facilitate purchase order kick-off meetings and oversee expediting activities.
- Administer contractual changes, revisions, claims, and back charges in accordance with terms and conditions.
- Validate progress payments in coordination with Accounting for approval.
- Ensure timely and compliant close-out of all purchase orders per project-specific requirements.
- Execute award and administration of purchase orders in compliance with relevant legislation, including corporate, tax, customs, and import regulations.

- When post-award activities are included in scope, expedite delivery of project equipment/materials and vendor documentation in accordance with purchase order requirements.
What will you do:
- Manage purchasing activities from project initiation through close-out, ensuring timely acquisition of materials and equipment.
- Execute purchase order formation, award, administration, and close-out for local and international orders.
- Develop and implement purchasing procedures and templates.
- Oversee bidding process: prepare bid documents, chair bidder meetings, manage queries, conduct bid analysis, and issue award recommendations.
- Ensure compliance with project requirements, legislation, and import/export regulations.
- Facilitate purchase order kick-off meetings, monitor progress payments, and manage contractual changes.
- Expedite materials and vendor documentation post-award when required.
You bring to the role:
• Technical or trade qualification in a relevant discipline.
- 12–18+ years of experience as a Buyer, including exposure to both local and international markets.
- Proven track record managing procurement for large-scale or complex projects.
- Strong technical aptitude with in-depth knowledge of materials, fabrication processes, and supply chain items.
- Demonstrated ability to achieve quality, cost, and schedule objectives with a strong focus on deliverables.
- Solid understanding of engineering concepts and interdisciplinary dependencies.
- Expertise in procurement, contracting, pre-operational verification, and commissioning methodologies.
- Familiarity with ISO 9000 and ISO 19011 standards.
- Excellent communication, negotiation, and interpersonal skills with a client-focused approach.
- Working knowledge of SmartPlant or similar systems is an asset.
- Comprehensive understanding of project execution, including materials management and scheduling.
- Full compliance with all applicable regulations and legislative requirements.
