Our project controls team has upcoming opportunities for a Project Controls Manager. This role will have you coordinate the Project Control Team in Colombia by leading and directing sub-ordinates so that they are motivated and have access to the required resources to meet the work objectives set for them across different projects. Manage and mentor Project Controls team to ensure that staff understands what is expected of them and has the necessary skills to execute the requirements. Identification training and development requirements for staff and ensure skills development takes place.
Key Responsibilities:
As functional leader, help coordinating and collaborating with project managers, engineering teams, finance department, and external partners to ensure alignment on project goals and control requirements across multiple projects.
In addition, the Project Controls Manager should be able to coordinate and provide support for different projects in different stages, from FEL 1 to FEL 4:
Project Set Up:

Review and understand scope of work, the Prime contract (accepted proposal), the Project schedule and the tollgate guidelines.

Follow HATCH’s and Clients set-up requirements and request missing information.

Use HATCH’s project procedures and coordinate modifications/additions with Regional / Global Practice Lead and confirm project procedures list.

Implement set-up plan, assign project controls staff, support project controls kick-off meetings and commence set-up

Follow internal progress measurement and earned value methodology and guidelines and initiate progress reporting.

Establish project controls baselines of cost and schedule
Cost and Resource Management:
-
Monitor project labor incurred hours and costs
-
Monitor expenses
-
Manage cost and hours budgets
-
Perform financial forecasting and report deviations
-
Conduct cost control audits in different projects
-
Control the discipline staffing plan for Colombia
-
Support and ensure other projects staffing plans are up to date
Schedule Management:
-
Support the development schedules for Hatch’s services
-
Track, and manage the services schedule, ensuring progress aligns with deadlines.

Support the development of Level 1 to 4 Project Master Schedules
Risk Management:
-
Identify potential risks
-
Develop risk mitigation plans and conduct contingency planning to minimize negative impacts.
Change Management:
-
Agree baselines with client
-
Confirm change management philosophy is aligned with client needs and Hatch’s processes

Project forecast change and trend management
-
Project baseline change management.
Reporting & Analysis:
-
Collect and analyze performance data (time, cost, scope) to provide accurate insights and reports to project managers and senior stakeholders.

Review progress measurement and earned value reports, produced by Cost Controller and issue. Evaluate progress and provide write-up for monthly progress report.

Using project drivers and KPIs and client requirement specifications (ex. Project Manager), measure, monitor and report project KPIs and issue to Project Manager to implement improvement processes, as necessary.

Confirm periodic status reporting requirements, content, format and issue date

Initiate, prepare and submit periodic (daily, weekly, monthly, flash) reporting

Using trend/PCN register, EPCM progress report, schedule and updated budget, commitment, forecast, payment and cost statements; evaluate progress and provide write-up for monthly progress report.

Coordinate monthly progress review meeting with client.

Identify project controls systems requirements.

Populate control systems with project coding.
-
Establish and maintain project control systems, develop operating policies, and streamline processes for efficiency.

Confirm periodic reporting and meeting requirements including the content, format and frequency. Publish the project reporting calendar showing cut-off dates, submission due dates and issues dates.
What you bring:
-
15 years of relevant experience in project controls and project environment with detailed knowledge of Estimating, Cost Control, Planning, and Project Management best practices.
-
Experience in leading teams on projects environment.
-
Experience in high valued, multi-discipline E / EP / CM / EPC and/or EPCM environment projects from inception to close out.
Knowledge in the following disciplines:
-
Estimating – Understanding on the fundamentals of estimating and the ability to review total Project and Change Notice estimates to ensure accuracy of estimated costs for the scope of work at hand

Cost Control – Ability to understand composite Project budgets, forecasting final costs and the control of the budget i.e. Commitment and Actuals. Full management of Project Trends and Changes to determine legitimacy and estimated impact to project schedule and budget. Management of the usage of Project Allowances i.e. Contingency, Escalation and Forex. Cash-flow monitoring.

Planning & Scheduling – Ability to read and understand Project Schedules to ensure a true reflection of the Project progress and forecasted dates. Ability to verify impact of Project Changes to Project Schedule.

Quantity Surveying – Knowledge of Quantity Surveying principals and Standard Systems of Measurement. Ability to verify progress payments, final invoices, escalation and Forex calculations.
Preferred
-
Post graduate qualifications in Management or other professional certification
-
Experience in using or establishing reporting standards, formats and frequency
-
Experience in consolidated preparation, collation and presentation of project, financial and other reports.

Knowledge of EPCM principles.

General Construction knowledge together with the understanding of the fundamentals of engineering models and construction drawings

Possesses strong personal computer and systems skills (MS Office package / SAP / P6).

Ability to work under pressure and a key factor is that the incumbent is deliverables driven

Interpersonal skills, especially the ability to deal with people, staff and stakeholders at different level of seniority

Broad business acumen including risk assessment and management
