The Health & Safety Manager (Western Canada) provides strategic leadership and hands-on operational support for all health and safety activities across regional corporate offices and project sites. Operating within a well-established global Health & Safety team. The role is accountable for the development, implementation, and continual improvement of health and safety programs throughout the project lifecycle, from business development and proposals through engineering, procurement, construction, commissioning, start-up, and project closeout.

Working within an Engineering, Procurement and Construction Management (EPCM) environment, the role balances corporate governance, regulatory compliance, risk management, project support, and operational excellence to protect people, support project delivery, and strengthen organizational performance.

 

Key Responsibilities

 

Leadership and Safety Culture

  • Provide visible and practical health and safety leadership across corporate offices and project sites.
  • Foster a positive safety culture through engagement, coaching, mentoring, and leadership development.
  • Promote proactive risk management and integration of health and safety into everyday business activities.

 

Health and Safety Risk Management

  • Lead the identification, assessment, and management of critical health and safety risks across regional operations and projects.
  • Ensure appropriate controls are established, implemented, verified, and continually improved.
  • Support project teams in managing project-specific risks throughout all phases of project delivery.

 

Project Health & Safety Support and Oversight

  • Provide strategic and operational support to project teams throughout the project lifecycle.
  • Conduct project reviews, site visits, inspections, audits, and field engagements to verify effective implementation of health and safety requirements.
  • Coach, mentor, and support project Health & Safety personnel and project leadership teams.
  • Provide technical guidance on health and safety requirements, standards, and best practices.

 

Project Start-Up and Mobilization

  • Ensure projects are established with appropriate health and safety management processes, plans, resources, and governance structures.
  • Support project teams during project initiation, mobilization, and execution to ensure consistency and alignment with company requirements.
  • Verify that project-specific Health & Safety Management Plans and associated processes are fit for purpose and effectively implemented.

 

Incident Management and Learning

  • Lead or support significant incident investigations and facilitate robust root cause analysis processes.
  • Ensure corrective and preventive actions are identified, implemented, and verified.
  • Promote organizational learning through effective communication of lessons learned and leading practices.

 

Regulatory Compliance and Governance

  • Ensure compliance with applicable regulatory requirements.
  • Monitor regulatory developments and assess potential impacts on regional operations and projects.
  • Support internal governance processes, audits, assurance activities, and management reviews.

 

Business Development and Proposal Support

  • Lead health and safety input into proposals, pre-qualifications, client presentations, and business development activities.
  • Ensure proposal submissions accurately reflect organizational capabilities and meet client requirements.
  • Support project pursuits by identifying key health and safety risks and resource requirements.

 

Resource Management and Team Development

  • Manage regional Health & Safety resources to support business and project requirements.
  • Work with project leadership to plan, recruit, develop, and deploy qualified Health & Safety personnel.
  • Drive succession planning, capability development, coaching, and professional growth of team members.
  • Provide ongoing support and technical direction to project Health & Safety personnel.

 

Management Systems and Continuous Improvement

  • Develop, implement, maintain, and continually improve regional health and safety processes aligned with global company standards.
  • Support the implementation and maintenance of Health & Safety Management Systems, including ISO 45001 principles.
  • Utilize performance data, audits, inspections, and incident trends to identify improvement opportunities and drive sustainable change.

 

Health and Occupational Hygiene

  • Ensure effective management of occupational health and industrial hygiene risks across offices and project sites.
  • Support programs addressing physical, chemical, biological, ergonomic, physiological, and psychosocial risks.
  • Promote worker health, wellbeing, and fitness for work initiatives.
 

Minimum Eligibility Criteria

 

  • Proven track record of successful Health & Safety leadership with contactable industry references.
  • Minimum 10 years of progressive Health & Safety experience, including significant experience supporting major engineering and construction projects within Canada.
  • Demonstrated leadership experience within the Mining & Metals, Energy, and Infrastructure sectors.
  • Canadian citizen or permanent resident status.
  • Degree, diploma, or equivalent qualification in Occupational Health & Safety or a related discipline.
  • Professional certification or registration with a recognized Health & Safety body (CRSP, CSP, CIH or equivalent) would be advantageous.
  • Full professional proficiency in English; French language capability would be advantageous.
  • High level of proficiency in Microsoft Office applications and general business systems.
  • Physically capable of working in active construction and industrial environments, including site inspections, field assessments, and travel to remote locations.
  • Ability to travel locally and internationally as required.
  • Strong communication, leadership, stakeholder engagement, influencing, and coaching skills.
  • Ability to work effectively in a dynamic, multi-project environment.

 

Fully Versed and Competent In

  • Canadian health and safety legislation and regulatory requirements.
  • Enterprise and project Health & Safety risk management.
  • Construction and EPCM project Health & Safety management.
  • Incident management, investigation, and root cause analysis methodologies.
  • Health & Safety Management Systems, including ISO 45001 principles and implementation.
  • Management of Change processes.
  • Occupational Health and Industrial Hygiene programs.
  • Contractor and subcontractor Health & Safety management.
  • Audit, inspection, and assurance programs.
  • Emergency preparedness and response.
  • Health & Safety performance measurement, statistical analysis, and trend evaluation.
  • Leadership coaching, mentoring, and organizational culture development.

 

Base salary range: $115,000 - $165,000

 

At Hatch, we are committed to fair and equitable compensation practices. In accordance with legislated pay transparency requirements, the expected salary range for this position is based on current market data and aligned with internal pay structures to ensure consistency and fairness.

Your individual compensation within this range will depend on factors such as skills, experience, qualifications and location.
