Summary:
The Senior Procurement Specialist is the custodian of all pre-award activities related to the purchase of project materials and equipment. The Senior Procurement Specialist is also responsible for managing the bidders’ selection, bidding process, evaluation and recommendation, as well as the award process, thereby maximizing efficiencies and minimizing risk related to financial and schedule performance.
Key Responsibilities
• Performing procurement and expediting tasks to support Hatch EPC and EPCM projects
• Prepare Bid documents
• Identify potential suppliers
• Coordinate with Hatch legal team to negotiate contracts and resolve conflicts with vendors.
• Conduct and present bid evaluation with commercial and technical analysis
• Place orders onto suppliers and expedite purchase orders
• Prepare estimates for procurement support
• Receive and preapprove suppliers’ invoices
• Use Hatch Procurement System (iPAS MP) in all phases of procurement and expediting
• Properly file all project and general business documentation according to Hatch guidelines
• Take leadership role in procurement during large projects
• Interfaces with the client to ensure that objectives are achieved, potential problems are identified and preventive or corrective actions are taken
• Participating in Vendors Management System
• Manage vendors database including all related commercial documents (NDA’s, Special Terms and Conditions, Active Contacts, Financial guarantees, etc....)
• Conduct continuous Vendor Evaluation program based on vendor performance during projects
• Participates in vendor selection strategy
• Identifies suitable suppliers relative to regional location and specific technologies requirements globally, review of supplier capabilities and desk top evaluations.

• Promotes and maintains a healthy and harmonious work environment
• Performs continuous self-audits to ensure compliance with guidelines and procedures
• Ensures efficient and correct usage of Procurement Management Systems and Document Management Systems
Qualifications and Experience
• Must be a U.S. citizen or a U.S. lawful permanent resident
• 10+ years in progressive procurement roles
• Proven procurement experience in nuclear projects.
• Familiar with NQA-1 and N286 standards.
• Experience in projects related to the DOD/DOW is an asset.
• Experience in Design/Supply and EPCM projects
• Related training in Contracts/Legal as well as general project management.
• Good understanding of procurement terms and conditions and accompanying legal implications
• Proficient negotiation skills
• Excellent understanding of procurement processes which include both materials and contracts management and corporate governance principles
• Knowledge and understanding of quality systems, environmental, health and safety regulations, expediting techniques and Incoterms applications
• Experience and understanding of contracting and purchasing strategies
• Project management knowledge with proven managerial skills
• Experience in dispute resolution techniques and their applications
• Experience in the administration of construction/service contracts and major equipment purchase orders
• Experience in using procurement systems.
• Engineering diploma is an asset
