Sourcing Specialist
Reports To:
Procurement Manager
1. Summary
The Sourcing Specialist, in close co-operation with the global engineering team and procurement team, is essential to support Hatch global projects for China sourcing activities. The Sourcing Specialist will be responsible for identifying reliable suppliers, conducting supplier prequalification, managing the RFQ process (If required) and managing the end-to-end procurement process for products manufactured in China. The Sourcing Specialist will act as the bridge between global project team and Chinese suppliers to ensure cost-efficiency, and timely delivery.
2. Key Responsibilities
- Supplier Identification & Evaluation: Research and identify potential manufacturers and suppliers in China that align with our product requirements and quality standards.
- Liaison with Package Coordinator to obtain and verify technical specifications, with the Planner to verify lead times and delivery dates and with Logistics to assure cost effective and practical Incoterms
- If required, preparation of Commercial Bid documents (including contractual terms and conditions, delivery requirements, quality/inspection requirements and other documents related to the scope of supply, etc.), and issuing of Bid Documents to Bidders from an approved Bidder’s List
- If required, manage the bidding process by:
- Managing the prequalification and selection of bidders
- Prepare and issue Bidders List and coordinate approval process
- Supervise and maintain the confidentiality and integrity of the bid process. Log bid questions and responses and issue addenda as required. Purchasing Agent must be the ONLY point of contact during the bid process from RFQ until award. All queries must go through procurement
- Coordinate technical evaluations and conduct commercial evaluations, use of proper Incoterms, payment terms/milestones including clarifications and/or negotiations
- Review supplier comments of General terms and conditions and incorporate Special terms and conditions, as required
- Responsible to meet schedule milestones for Bid-Evaluate-Award cycles
- Prepare and issue Recommendation to Award including its approval.
- If required, prepare and issue a Letter of Award to Supplier
- If required, prepare and issue Purchase Order for execution
- Expedites all project equipment/materials in accordance with the expediting plan
- Ensure that the data for reporting is complete and accurate
- Coordination of information relating to packing lists and delivery documentation including any documentation required for export purposes
- Ensure all relevant release documentation is issued as per the Project Execution Plan (PEP)
- Interface with client and project members regarding expediting issues
- Coordination and communication with supplier and internal disciplines using iPas MP or other forms of reporting to maintain project schedules and prevent any delays
- Monitor supplier engineering and manufacturing schedules to ensure schedule is maintained and pro-actively manage any possible delays
- Coordinates with Vendor Quality Surveillance (VQS) to ensure the scheduled inspections are performed timely and NCR’s when produced are handled efficiently to avoid any delays to the schedule
- Handover to logistics to facilitate delivery as per the purchase order pending on Incoterms conditions specified in the purchase order.
3. Qualifications and Experience
Essential
- 5-10 year experience.
- Global Procurement Chain experience, specifically the acquisition of capital equipment/materials
- A firm understanding of procurement processes and corporate governance principles
- Knowledge of Incoterms, freight forwarding and other activities related to local and global purchasing and movement of equipment/materials across borders
- Good understanding of applicable legislation including taxes and industry specific exemption
- High degree of technical aptitude and familiarity with various materials, fabrication processes and supply items
- Multi-discipline knowledge/awareness
- Know and comply with all regulations and legislative requirements
- Proven track record in a similar position
- Excellent understanding of project execution, especially materials management and scheduling.
- Fluent English both oral and written
Preferred
- A firm grasp on current (and possibly historic) intelligence related to local and global markets for Mining and Metal industry relevant equipment/materials.
- Relevant engineering background
