Qualifications and Experience

  • University degree in a related discipline (Planning/Environmental Management/Environmental Science).
  • Minimum 10 years’ experience related to environmental assessment, transit/transportation planning, environmental impact assessment, stakeholder consultation and environmental compliance monitoring.
  • Demonstrated experience with the Ontario Environmental Assessment process, including the Transit Project Assessment Process.
  • Working knowledge of the principles and practices of environmental assessment and project management.
  • Thorough knowledge of the Ontario Environmental Assessment Act, Environmental Protection Act, Planning Act, Endangered Species Act, Migratory Bird Convention Act, Navigation Protection Act, and other related environmental legislation.
  • Experience with planning, design and/or construction of underground transit infrastructure.
  • Experience with the coordination of a number of complex initiatives under pressure to meet schedule and budget commitments.
  • PMP an asset.
  • Familiarity with Toronto Transit Commission standards and protocols an asset
  • Sound judgement; well developed interpersonal and oral and written communication skills, and proven organizational, analytical and, problem solving skills. 

 

Roles and Responsibilities

  • Oversee environmental assessment addenda carried out through Ontario Regulation 231/08 TPAP process, including the associated technical studies on social and physical environments (e.g. noise, vibration, air quality, built heritage, natural heritage, archaeology, design, and mitigation).
  • Develop and manage the EA and environmental compliance monitoring program for the Scarborough Subway Extension project.
    • During design phase, liaise with design consultants and external stakeholders to establish environmental requirements (e.g. coordination with TRCA and MECP on thresholds, alerts and response levels).
    • During construction, liaise with contractor to ensure environmental requirements are met, mitigation measures are effective and appropriate reporting and documentation is conducted.
  • Generate consultant Terms of Reference and supervising consultant contracts engaged in environmental compliance related assignments (includes scope, schedule and budget oversight).
  • Provide advice and guidance to internal stakeholders on permits, approval and compliance related topics.
  • Work with various external stakeholders including regulators and the public including but not limited to Ministry of Natural Resources and Forestry, Ministry of Environment, Conservation and Parks, Ministry of Tourism Culture and Sport, Toronto and Region Conservation Authority and City of Toronto.
  • Provide an internal knowledge base of legislated environmental standards, regulations, guidelines and best practices and determining potential impacts to the Scarborough Subway Extension project.
